Logic Pro Arming On Load

Is it possible retain the tracks arm state when saving and then reopening a project?
So for example I want to have a project open up with several tracks already armed and then send a midi signal to start everything recording?

If not, any automations or hacks that could get this workflow working would be greatly appreciated.

I assume you are talking about audio tracks.
You cannot save the record enabled state but you can rely on the fact, that Logic automatically record enables the current audio track when recording starts. And we have groups in Logic, which can be set to several actions.

Suggestion:
  1. In the Key Commands panel, search for "record" (without the quotes).
  2. Assign your MIDI message to the global record function. Use a momentary message, not an on/off toggle.
  3. If you want, you can also assign a "Stop" message.
  4. Test the recording function with your MIDI message.
  5. Make a new group, in the group settings enable only "Record". Name the group "Rec" or similar.
  6. Assign the tracks to this group.
  7. Select one of the tracks.
  8. Save and close the project.
  9. If you open the project again and send your MIDI record message, Logic starts to record the current track and automatically all other tracks in it's group.
Note:
You cannot restrict the record message to a certain situation, a group or track selection. Your MIDI message is in Controller Assignments and will always force Logic to record.
