Best value in "symphonic" sample library?

Hello, recently upgraded all my hardware (2008 iMac to 2020 MacBook pro) and now interested in getting some higher quality virtual instruments. New to this search and somewhat surprised by prices. Seeking suggestions for best value. Perhaps this means a library that can be sensibly purchased in stages? Perhaps one that's been around for a while, still holds up, and is not so expensive?

Particularly wanting sampled instruments that are NOT ONLY of the epic nature! More seeking to create intimate, subtle, mysterious orchestral textures.
