Logic Pro 9 can't understand step input

I've done this before but the last couple of times I've tried to use a midi keyboard for step input, it hasn't worked. I've read through the manual and I still don't understand what step I'm leaving out. I play keys on my midi keyboard and nothing happens. It doesn't move forward or record. I can see I'm getting midi input in the transport bar.

Oh, I figured it out. Can't do step record in the Arrange window. (Why? I wonder.)
