Logic Pro 9 Can't use PROGRAM CHANGE

I'm using Logic Pro 9 and an M-Audio Axiom 49 MIDI controller. I've figured out how to use the Axiom as a control surface but i can't use the Program Change feature to change instruments on my instrument track.

Help?

nope, they do... i've done it before but i wasn't the one who set it up... i'm pretty sure it's something really stupid i'm forgetting... anyone?

Use any MIDI channel except 1 for sending program changes to instrument plug-ins. MIDI channel 1 is used for changing Logics own channel strip performances (program change event is used to change the entire channel strip including instrument and FX plug-ins).
