'Loading Cloud Music Library' ... is driving me nuts

Some months ago I tried Apple Music and decided not to go with it and turned it off ... but it seems to have changed the behaviour of my iTunes:-

1. When I bounce a new MP3 from Logic to 'Music' (iTunes), a message informs me 'load cloud music library' in the bottom left of the iTunes page, and I can see that it's trying to send this file up to the Cloud .. BUT.. as far as I'm concerned I turned Sync to Cloud off. So what's it doing and why?​
2. Occasionally (not always - go figure), I get an option to 'remove file from the cloud" after similarly migrating an mp3 file from Logic to iTunes and then transferring the file from Music / Songs to a playlist .. in my ignorance I click it, and when I go to look later on in the playlist, the file is not there and I have to repeat the bounce process. Grrrrr.​

Although I thought I'd turned off 'sync to cloud', it looks like there's something I haven't yet done that I should have after trying to sever my relations with Apple Music. Has this happened to anybody else and please please if you have any advice, I'd be so grateful.. it's driving me nuts
