Can anyone please help with this problem? For the last few days MIDI Transform (any function) changes all notes in the region to C-2 and (presumably) doesn't execute the required transform.

If this occurs in one project but not others, the suspicion is that the project is corrupt.
You can verify this by using the Project import function to bring all tracks, content, etc into a new empty project.
Since this occurs with any function it's unlikely that hidden Transform parameters are at play.
