Logic Pro 9 Noisy interface

I am running an Edirol FireWire FA101 interface with a Mac tower and I find it noisy sometimes. I occasionally get that "dirty pot" sound... like a wind rustle along with a slight staccato rumbling. It doesn't affect the recordings, which are all clean... and doesn't seem to be triggered by any signal.

Would a power conditioner solve this?

No, it won't.

There is either a dirty pot on the volume knob, or perhaps dirty jacks or bad connectors. If it's a pot then it can usually be cleaned by rotating the pot fully up and down a dozen times. If you jiggle the cables and get he noise you might consider swapping out the cables for something of better quality.
