What do you mean with "default note length"?
You enter the note of your choice from the partbox or you play and record it.

Yes I know I can alter a notes length in a temporary way every time but I want to make the length show up as a shorter duration than the whole note it defaults to now. I find myself constantly altering the length of say percussion instruments to a sixteenth note length so I would like this to be what is shown so I don't need to take the extra steps to do it, again, every time.

No, you can't tell Logic that whole notes are generally 1/16 notes.
I think the quickest way is to select all notes and use
(small menu) MIDI transposition > Fixed Note Length.
