Logic Pro 9 Option-dragging region creates new track??

In the 6 years I've been using Logic I haven't seen this one...

Option-dragging a region places the copied region in a new track at the bottom of the arrange window. It's only happening with regions in the top track of the window...all other regions copy as normal.

How do I get that track to copy normally?

Hmm...that's odd, and doesn't happen here. Are you sure you're not accidentally dragging down slightly as you option-drag? I can option-drag a region in a one-track project to another spot on the timeline without issue. But Logic will create a new track if you drag a region into an area of the Arrange without a track.
