But to kinda' sorta' create the effect you might want, option drag the right corner of the regions on the different tracks by different amounts. This will time stretch or compress them and effect the speed at which they play back. This will sorta' kind'a create the effect of different tracks playing at different speeds. But you don't really have precise control. Maybe a bit of trial and error might get you close enough to what you are looking for??

Long Answer: Yes, if they are audio tracks......
Audio doesn't normally adjust to tempo. You could convert any MIDI track to audio and they would play back at the tempo you chose to convert them.
It takes a little preparedness, but you could do this.
But of course, the question is, why?
