Logic Pro 9 Splicing mp3 files

I am editing and splicing together some mp3 files, some are vbr and others are fixed rate, and I am making edits while zoomed in to an extreme level.

When I save the file as an mp3, will I lose some quality? is this measurable/noticeable?

If I make a change that might be off by a fraction of a second, is there a risk that it might affect the quality of the rest of the file when I save it as an mp3?

First off, Logic converts the files to full pcm for editing.

Second, any time to expand then compress a file using a lossy method (yea, mp3 is one of those) you loose quality.

When you export from Logic you make a new file, the old one is never touched.
