he's finding GB on iPad extremely limited so on his behalf I'm asking the forum whether there's a decent forum he can join?

I don't know of any 3rd party GarageBand forums but there's always the official Apple Discussion forum: https://discussions.apple.com/community/app_store/garageband_for_ios
