Logic Pro 9 tempo change in 9.0,8

In a file pasted from two others, I'm trying to change tempo in one section but no matter what I do, it won't change whether in the tempo window or the global tracks.

Any reason why this might happen? Does it have to do with it being apparently synced to the narration track? If so, it doesn't have to be and can go a lot faster than it's going.
